National Development Planning and M&E Training Course

Course Introduction

National Development Planning and Monitoring and Evaluation (M&E) are fundamental pillars of effective governance, sustainable development, and public sector performance management. Governments and development institutions worldwide increasingly recognize the importance of integrating national development planning frameworks with robust monitoring and evaluation systems to achieve strategic objectives, improve service delivery, optimize resource allocation, and ensure accountability and transparency. Effective national planning and M&E systems support evidence-based policymaking, facilitate performance measurement, monitor progress toward national development goals and Sustainable Development Goals (SDGs), and provide decision-makers with reliable information for adaptive management and continuous improvement.

This National Development Planning and M&E Training Course equips participants with practical knowledge and technical competencies required to design, implement, and manage integrated national development planning and monitoring and evaluation systems. The course explores strategic planning frameworks, national development policies, results-based management approaches, logical frameworks, theory of change models, performance measurement systems, indicator development methodologies, and evaluation techniques. Participants will acquire practical skills in developing national development plans, establishing performance indicators, creating monitoring systems, conducting evaluations, and utilizing data for policy formulation and evidence-based decision-making.

The training emphasizes practical applications of planning and M&E methodologies across public administration, economic development, social protection, education, healthcare, infrastructure development, agriculture, environmental management, and local government programs. Participants will learn how to align development plans with national priorities and international development agendas, develop integrated monitoring and reporting systems, apply digital technologies and information management systems, conduct policy and program evaluations, and communicate findings effectively to policymakers and stakeholders. The course also addresses institutional capacity building, stakeholder engagement, accountability frameworks, risk management, and adaptive management practices that enhance development effectiveness and governance performance.

Through practical exercises, web-based tutorials, collaborative group work, and real-world case studies, participants will develop competencies required to establish integrated national development planning and monitoring and evaluation systems that strengthen strategic planning, improve public sector performance, enhance accountability, and accelerate sustainable development outcomes. Upon successful completion of the course, participants will be equipped to develop and manage comprehensive planning and M&E frameworks that support national transformation agendas, evidence-based governance, and effective public administration.
