Course Overview

The Humanitarian Policy Development Training Course is a comprehensive professional development program designed to strengthen the capacity of humanitarian organizations, government institutions, United Nations agencies, non-governmental organizations (NGOs), development partners, civil society organizations, regional organizations, and policy makers in developing, implementing, reviewing, and evaluating effective humanitarian policies that promote resilience, protection, accountability, and sustainable humanitarian action. The course equips participants with advanced knowledge and practical skills in humanitarian policy analysis, policy formulation, strategic planning, international humanitarian law, humanitarian governance, evidence-based policymaking, Monitoring, Evaluation, Accountability and Learning (MEAL), stakeholder engagement, policy advocacy, legislative frameworks, risk-informed programming, and institutional capacity development. Participants develop practical competencies to formulate responsive, inclusive, and evidence-based humanitarian policies that strengthen organizational effectiveness and improve humanitarian outcomes.

The humanitarian environment continues to evolve due to armed conflict, climate change, forced displacement, food insecurity, pandemics, environmental degradation, and complex emergencies. Governments and humanitarian organizations require strong policy frameworks that promote coordinated humanitarian action, protect vulnerable populations, improve disaster preparedness, strengthen resilience, and ensure compliance with international humanitarian standards. This course introduces internationally recognized policy frameworks including the Humanitarian Programme Cycle (HPC), Core Humanitarian Standard (CHS), Sphere Humanitarian Standards, Sendai Framework for Disaster Risk Reduction, Sustainable Development Goals (SDGs), Paris Agreement, International Humanitarian Law (IHL), and Results-Based Management (RBM). Participants learn how to conduct policy analysis, develop strategic policy options, facilitate policy dialogue, integrate humanitarian principles into governance systems, and strengthen institutional decision-making.

Throughout the course, participants gain practical experience in policy research, stakeholder consultations, needs assessments, legislative review, policy drafting, regulatory analysis, impact assessment, monitoring frameworks, policy implementation planning, institutional coordination, advocacy strategies, digital governance, and policy evaluation.
