Humanitarian Recovery Programming Training Course

Course Overview

The Humanitarian Recovery Programming Training Course is designed to equip humanitarian professionals, government officials, non-governmental organizations (NGOs), United Nations agencies, development practitioners, recovery coordinators, disaster management authorities, donors, community leaders, and emergency response personnel with the knowledge and practical skills required to design, implement, coordinate, monitor, and evaluate effective humanitarian recovery programmes. Recovery programming is a vital component of the humanitarian cycle that supports affected populations in restoring livelihoods, rebuilding infrastructure, strengthening governance, improving essential services, promoting social cohesion, reducing disaster risks, and transitioning from emergency relief to sustainable development. This course provides comprehensive knowledge of humanitarian recovery frameworks, recovery planning, resilience building, livelihood restoration, institutional capacity development, community engagement, and sustainable recovery strategies while aligning with international humanitarian standards, the Sphere Standards, the Sendai Framework for Disaster Risk Reduction, the Sustainable Development Goals (SDGs), and the Humanitarian-Development-Peace Nexus.

Participants will develop practical competencies in post-disaster needs assessments, recovery strategy development, programme design, project planning, stakeholder coordination, livelihood recovery, infrastructure rehabilitation, social protection, local governance strengthening, environmental restoration, conflict-sensitive programming, gender-responsive recovery, disability inclusion, disaster risk reduction, monitoring and evaluation, accountability, resource mobilization, partnership management, and knowledge management. The training emphasizes integrating recovery programming into humanitarian response, climate adaptation, food security, shelter, water, sanitation and hygiene (WASH), health, education, economic recovery, localization, and resilience-building initiatives. Through practical workshops, recovery planning exercises, simulations, collaborative group work, and real-world humanitarian case studies, participants will strengthen their capacity to deliver integrated recovery programmes that improve community resilience and support sustainable development.

The course further explores emerging topics including digital technologies for recovery planning, Geographic Information Systems (GIS), artificial intelligence for recovery analysis, climate-smart recovery, green reconstruction, anticipatory action, adaptive management, humanitarian financing, organizational resilience, innovation management, community participation, evidence-based programming, resilience measurement, public-private partnerships, and future humanitarian recovery trends. Participants will gain practical skills in conducting recovery assessments, prioritizing interventions, managing recovery resources, strengthening institutional capacities, engaging local communities, measuring programme impact, improving organizational performance, and promoting inclusive recovery systems. Special emphasis is placed on building resilient communities, strengthening local institutions, protecting vulnerable populations, promoting accountability, and ensuring recovery investments contribute to long-term sustainable development.

Upon successful completion of the course, participants will possess the expertise to design, implement, monitor, and evaluate comprehensive humanitarian recovery programmes that restore livelihoods, strengthen governance, rebuild infrastructure, improve public services, enhance resilience, and support sustainable recovery following humanitarian crises. Organizations will benefit from improved programme quality, enhanced coordination, stronger stakeholder engagement, increased donor confidence, improved accountability, strengthened resilience, better resource utilization, sustainable recovery outcomes, and stronger institutional capacity to support communities recovering from disasters and conflicts.
