Humanitarian Monitoring and Evaluation Training Course

Course Overview

The Humanitarian Monitoring and Evaluation Training Course is designed to equip humanitarian professionals, government officials, monitoring and evaluation specialists, emergency responders, development practitioners, and humanitarian information management professionals with the knowledge, practical skills, and strategic competencies required to design, implement, monitor, evaluate, and improve humanitarian interventions. Effective Humanitarian Monitoring and Evaluation (M&E) is essential for measuring program performance, strengthening accountability, improving learning, supporting evidence-based decision-making, enhancing donor compliance, and maximizing the impact of humanitarian assistance. This course provides comprehensive training in Humanitarian Monitoring and Evaluation, results-based management, MEAL (Monitoring, Evaluation, Accountability and Learning), humanitarian performance measurement, logical framework approach, theory of change, indicator development, humanitarian information management, Accountability to Affected Populations (AAP), impact evaluation, digital data collection, GIS mapping, humanitarian reporting, and evidence-based humanitarian programming to strengthen preparedness, response, recovery, resilience, and sustainable humanitarian outcomes.

Participants will develop practical competencies in monitoring framework design, indicator development, baseline and endline assessments, quantitative and qualitative research methods, KoboToolbox, ODK, mobile data collection, Geographic Information Systems (GIS), Artificial Intelligence (AI), Power BI dashboards, humanitarian databases, data quality assurance, statistical analysis, outcome and impact evaluation, accountability mechanisms, learning systems, humanitarian reporting, donor compliance, risk management, adaptive programming, and evidence-based decision-making. Through practical exercises, simulations, field-based assignments, and real-world case studies, participants will strengthen their ability to collect, analyze, visualize, interpret, and utilize humanitarian data to improve program quality, operational effectiveness, organizational learning, and beneficiary outcomes.

The course also explores internationally recognized humanitarian monitoring and evaluation frameworks, including the OECD DAC Evaluation Criteria, Core Humanitarian Standard (CHS), Sphere Humanitarian Standards, Inter-Agency Standing Committee (IASC) Monitoring Frameworks, Results-Based Management (RBM), Sustainable Development Goals (SDGs), international humanitarian law, safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), gender-responsive monitoring, disability inclusion, localization, organizational governance, donor compliance, ethical data management, institutional strengthening, and continuous improvement. Participants will strengthen their understanding of integrated monitoring and evaluation systems that promote transparency, accountability, evidence-based learning, resilience, and high-quality humanitarian programming.

Upon successful completion of the course, participants will be able to design comprehensive humanitarian M&E systems, develop performance indicators, conduct monitoring and evaluations, strengthen Accountability to Affected Populations (AAP), apply GIS and AI technologies for humanitarian analytics, improve humanitarian reporting, support adaptive management, enhance organizational learning, strengthen donor compliance, and develop sustainable Humanitarian Monitoring and Evaluation frameworks that improve humanitarian effectiveness, accountability, and long-term impact.
